Civil Engineer, M.Sc. and Ph.D in Water Resources Engineering from Universidad Nacional de Colombia, and M.Sc. in Engineering, University of California, Davis, CA, United States, and a post-doctorate in Hydro-Ecology. University of Colorado, Boulder, CO, USA. Since 1998 he has been a member of the Intergovernmental Panel on Climate Change (IPCC). He is a Full Member of the Colombian Academy of Exact, Physical and Natural Sciences. He was part of the International Mission Experts in Education, Science and Technology convened by the Colombian government. He is currently a member of the Scientific Panel for the Amazon and of the international scientific steering committee of the Global Energy and Water Cycles Research Program (GEWEX). He has been invited as Visiting Professor and Researcher at research institutions in USA, United Kingdom, Germany, and multiple Latin American countries. He is author and co-author of 10 books, more than 400 articles published in national and international journals, and more than 200 presentations at international conferences on hydrology, meteorology, oceanography, hydroclimatology, water resources, advanced mathematics, climate change and climate variability and their social, environmental and economic impacts, including power generation, agriculture, water supply, natural disasters, and transmission of tropical diseases.
